Actually, from site data the 2 accounts appear to be the same person, but there once was a time we allowed multiple users to have the same username - a problem of 20+ years of legacy systems and data conversions missing special cases that I didn't even know was possible. Either way, semi-resolved for now until a more permanent solution can be determined.

I have my theories that lean towards an attempt to auto regulate spam postings.
And/or overused admin controls directed towards IP aspects and a LOT of if/else type constructs.
